I wasn't allowed to enter "5678" as subsystem vendor ID without this entry.

Well, you really should not use unregistered IDs for any devices which are intended for general use (i.e., outside your lab). If your design uses some generic chip (programmable logic array, bus bridge etc.), you can usually get an ID from the vendor of the chip, so you need not make up your own.

I am not going to approve unregistered ID's unless necessary, which is obviously not the case with subsystem ID's.
