Hi Owen on what kind of device did you see this?

Hi, it was on a cheapo dual serial card I got on eBay: http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItemVersion&item=221799468378&view=all&tid=1652779174012

Unfortunately I threw away the driver disk. After a lot of searching, I found the drivers here: https://translate.googleusercontent.com/translate_c?depth=1&hl=en&prev=search&rurl=translate.google.com&sl=zh-CN&u=http://www.downcc.com/soft/22727.html&usg=ALkJrhhFWMx8GLgub8BUEkq_Wm0JQVjfOg (zip link is: http://downsz.downcc.com/system/driver/qt/PCI60806A_dri.zip). The board I got is dual serial; there are unpopulated options for two more serial ports and a parallel port. Oddly the driver zip has two different versions on it - one with the matching 4561 vendor ID, and one with an ID of 4348, which belongs to WCH.

Looking at WCH's website, I found https://translate.googleusercontent.com/translate_c?depth=1&hl=en&prev=search&rurl=translate.google.com&sl=zh-CN&u=http://www.wch.cn/product/CH353.html&usg=ALkJrhgw9cfu2AeKykhlcFZwYRjY1KAJqA which says:

You can set the PCI card device identifier in EEPROM device (Vendor ID, Device ID, Class Code, etc.

But there is no EPROM on the board. There are several spots for strapping the board (0ohm 1206 SMD resistors) which are presumably for setting the board type (dual serial, quad serial, serial/parallel, etc.), so I wonder if there's a jumper for changing vendor ID too.

The driver I found lists the following models in the Windows .inf:

[PCI60806A]
%PCI60806A_PORT_SS%=PCI60806ASS_inst, PCI\VEN_4651&DEV_3273
%PCI60806A_PORT_SS%=PCI60806ASS_inst, PCI\VEN_4651&DEV_3273&SUBSYS_32734651

[Strings]
PCI60806A= "PCI"
PCI60806A_PORT_SS = "PCI PCI=>DUAL SERIAL"
PCI60806A_PORT_SP = "PCI PCI=>SERIAL&&PARALLEL"
PCI60806A_PORT_SSP = "PCI PCI=>DUAL SERIAL&&PARALLEL"
PCI60806A_PORT_SSP_RA = "PCI PCI=>DUAL SERIAL&&PARALLEL_RA"
PCI60806A_PORT_4S3 = "PCI PCI=>QUAD SERIAL"

So I haven't been able to find much info on this company called "PCI", but I'm happy to answer any other questions I can.

PCI is of course not a company. Is there also WCH written on the chip of this card? Any other text on this chip?

Came across a card with same VendorID, the chip says TXIC, TX382A-1507, 4S · 1P25 · 1P · 2S, TAIWAN. Device ID is 5073, subsystem 4651:3273.

TXIC does not even appear to have a website so don't know what this company is but apparently they use 4651.
